Mac (Catalina or newer): connect your iPhone → open Finder → select the phone in the sidebar → drag the .m4r file onto the device window. Windows: same flow in iTunes (drag into the Tones section). Then on the phone: Settings → Sounds & Haptics → Ringtone — your tone is at the top of the list.

iOS only registers ringtones in Apple's M4R container (AAC audio). An MP3 copied to the phone plays in Music but never shows up as a ringtone. This tool exports true M4R, so no rename hacks are needed.
